The Emergency Plan
In 2023, Chacewater Parish Council began developing the Chacewater Parish Community Emergency Plan (CEP).
The Plan aims to increase our community’s resilience by ensuring we have a co-ordinated and practical approach to any Emergency or Major Incident affecting the Parish.
The CEP supports the work of the Emergency Services, Cornwall Council and other agencies. It is particularly valuable before and in the early stages of an incident, when local organisation and clear communication can help reduce disruption and assist those most affected.
The Plan seeks to:
- Identify the risks most likely to affect Chacewater Parish.
- Set out practical steps to help mitigate and respond to emergencies, including how information is shared with residents.
- Identify vulnerable residents, groups and locations that may require additional support.
- Record community resources (such as buildings and volunteers) that can be used if needed.
- Provide key contact details for the Community Response Team (CRT), Emergency Services, Cornwall Council and other organisations.
- Assist the Emergency Services on arrival by offering local knowledge and support throughout the event.
Community Response Team
To put the Emergency Plan into action, Chacewater Parish Council has established a Community Response Team (CRT) made up of trained local volunteers.
The Community Response Team helps coordinate communication and practical support during an emergency.
What the Community Response Team does
- Shares verified information with the community.
- Checks on vulnerable or isolated residents.
- Reports flooding, fallen trees and road issues to Cornwall Council and emergency services.
- Helps coordinate safe community spaces if they are required.
- Keeps records and reviews lessons learned after an incident.
The CRT does not replace the emergency services — it assists them and provides local knowledge.
Volunteer with the Community Response Team
We welcome new volunteers who reside in or near Chacewater Parish to join the Community Response Team.
You do not need specialist skills to assist in an emergency. The time commitment is small — approximately 4 hours per year, plus availability if an incident occurs.
Possible volunteering roles on the Community Response Team include:
- Sharing information
- Checking on and helping vulnerable residents
- Practical help to resolve problems (where safe to do so)
- Recording actions and assisting coordination with emergency services
- Runners and drivers

Public-access defibrillators are available 24/7 in Chacewater Parish. These devices are designed so that anyone can use them — they give clear spoken instructions.
If someone is unresponsive and not breathing normally, call 999 or 112 immediately.
The operator will tell you the nearest defibrillator and the cabinet code.

Staying Prepared
Residents are encouraged to:
- Keep a torch, radio or phone power bank, and essential items accessible.
- Know how to switch off electricity, oil/gas heating fuel, and water.
- Check in on neighbours during severe weather or service outages.
